INVITATION FOR BIDS

Supply and Implementation of a Sanitary and Phytosanitary

Information Management System

1. The Government of Lesotho has received credit from the International Development Association (IDA) of the World Bank to implement the Lesotho Integrated Transport, Trade and Logistics (ITTL) Project where Component 2: Regional Trade, Integration and Logistics Services is being implemented through Competitiveness and Financial Inclusion (CAFI) Project PMU intends to apply part of the proceeds toward payments under the contract for the Supply and Implementation of a Sanitary and Phytosanitary Information Management System (ITTL-WB-NC02).

2. Ministry of Trade, Industry & Business Development through CAFI PMU now invites sealed Bids from eligible Bidders for Supply and Implementation of a Sanitary and Phytosanitary Information Management System.

3. Bidding will be conducted through international competitive procurement using a request for bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations

4. Interested eligible Bidders may obtain further information from Competitiveness and Financial Inclusion (CAFI) Project Management Unit from following email Address tmohejane@cafi.org.ls and copy nleutsoa@cafi.org.ls and ltsoinyane@cafi.org.ls and inspect the bidding document during office hours Procurement Unit from 09h00 to 16h00 hours at the address given below.

5. A complete set of bidding documents in English is available and can be requested via email at tmohejane@cafi.org.ls and copy nleutsoa@cafi.org.ls and ltsoinyane@cafi.org.ls , or downloaded from the website: cafi.org.ls.

6. Bids must be delivered to Competitiveness and Financial Inclusion Project, 1st Floor ‘Matanki House, Corner Balfour and Kingsway Road on or before March 05, 2026, at 10h00. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on March 05, 2026, at 10h15.

7. All bids must be accompanied by a Bid-Securing Declaration.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

9. The Ministry of Trade, Industry & Business Development through CAFI Project reserves the right to cancel the procurement process at any stage before the bid opening, during the bidding process, or prior to awarding the contract without incurring liability or obligation to any bidder. Cancellation may occur due to changes in project requirements, budget constraints, administrative or technical challenges, irregularities, non-compliance with regulations, or if the process no longer aligns with project objectives or funding availability.
