TOR for Entrepreneurship Hub Manager

SCOPE OF SERVICES

Reporting to the CAFI Project Manager through the Deputy Project Manager Implementation, the Entrepreneurship Hub Manager will undertake the following tasks:

  • Coordinate the establishment of a sustainable Entrepreneurship Hub to support Lesotho’s entrepreneurship ecosystem.
  • Coordinate upskilling and certification of 15 existing or newly established ESOs and establish an ESO Network.
  • Coordinate facilitation of the design and implementation of a series of incubation support programs that includes competitive funding to incubate up to 500 businesses (these incubation programs are to be delivered by the ESOs).
  • Coordinate development and management of a program aimed at integrating the Lesotho Start-up Community within a wider regional entrepreneurship ecosystem.
  • Coordinate development of a program to facilitate Basotho Diaspora engagement with the Lesotho entrepreneurship ecosystem.
  • Manage staff of the hub on a day-to-day basis, ensuring performance against agreed objectives with regular reviews and development.
  • Contribute towards the selection of an LEHSFF Implementing Partner and assist CAFI Project Management in supervising the eventual contract as part of his or her day-to-day management of the Hub to ensure that the objectives of the assignment are adequately achieved.
  • Manage third-party service providers that build ESO incubation know-how.
  • Execute recurring pitch competitions on behalf of network partners.
  • Handhold ESO Incubation Managers to ensure efficient running of their respective incubators.
  • Help ESOs develop standard reports to internal and Hub management.
  • Devise standard strategies to determine the nature of support startup clients require and monitor their progress.
  • Maintain rapport with clients, mentors, support staff, and administration.
  • Build strategic partnerships with various technology generators to create client deal flow for the ESO network members, including universities, business chambers and associations, government ministries and departments, etc.
  • Present reports to management with analysis and recommendations for decision-making
  • Develop capacity-building relationships with outside service providers and content partners to amplify network member efforts as the Programme grows.
  • Build and oversee the implementation of an evidence-based results framework and assist in the monitoring and evaluation (M&E) of the hub activities in accordance with the M&E requirements of the CAFI Project, showcasing successful enterprises.
  • Act as a spokesperson for the Hub in discussions with stakeholders and donors, in conferences and other relevant forums, and at media events as suctioned by the CAFI Project Management.
  • Prepare annual and quarterly work programs, budgets, procurement plan, and cash flow projections and present to the Hub Advisory Committee through CAFI Project Management.
  • Prepare and submit, in a timely manner, accurate and reliable Hub implementation progress reports, to the CAFI Project Management Unit for adoption and onward submission to the government of Lesotho (GOL) and the World Bank.
