TOR for Technical Assistance Partner for the LHITC
The overall objective is to provide comprehensive technical assistance to transform the LHITC into a financially sustainable Centre of Excellence for horticulture in the sub-region.
Specific Objectives:
- Develop a Strategic Plan and Business Plan to guide institutional development and financial sustainability in collaboration with the LHITC Manager.
- Design and implement a farmer incubation program targeting emerging commercial fruit and vegetable producers.
- Review and update existing training modules and deliver short online and onsite courses for Basotho and international farmers.
- Design and implement a capacity building program for government and private extension officers.
- Establish and manage an applied research program focused on practical solutions to farmers' challenges and development of new commercial plant materials.
- Propose an institutional model that ensures the leadership of NUL, with effective support from the Ministry of Agriculture, Food Security and Nutrition (MoAFSN) and the private sector.
- Develop and implement an exit strategy, focusing on skills transfer and long-term sustainability of the Centre.
