TORs for Revitatilazation of Textiles and Apparel Sector Consultancy

The primary aim of this assignment is to deliver specialized technical advice and support to the Lesotho National Development Corporation (LNDC) to build its institutional capabilities so that it can improve the competitiveness of the Textile and Apparel (T&A) sector. Additionally, the assignment will also provide technical assistance to T&A firms, introducing internationally recognized manufacturing best practices and expertise to advance industry modernization. This effort aligns with the Government's national policy to strengthen and develop Lesotho’s textile and apparel sector as a key driver of job creation in the country.

The LNDC is mandated to initiate, promote, and facilitate the development of manufacturing and processing industries, mining, and commerce in Lesotho. Its primary goals are to raise the level of income and employment in the country, promote Lesotho as an attractive investment location, and stimulate broad-based economic growth through diversified sustainable investments. The LNDC focuses on creating jobs and fostering a diversified economy by facilitating access to finance and attracting foreign direct investment. The Export Promotion and Investment After-Care departments within LNDC are focused on supporting the textile and apparel industry.

Services provided by LNDC include:

• Investment Promotion: LNDC promotes investment in various sectors, including agriculture, manufacturing, tourism, and renewable energy, to stimulate economic growth and create jobs.
• Infrastructure Development: The corporation develops infrastructure critical to industrial growth, such as industrial estates and business parks, providing companies with access to essential services and resources.
• Business Support Services: LNDC offers support services like project feasibility studies, firm-level technical assistance, financial modeling, and market research to help businesses navigate the complexities of starting and running a successful enterprise.
• Industrial Estates: LNDC manages several industrial estates across Lesotho, equipped with facilities like power, water, and transport links, creating an enabling environment for industrial activities.
• Economic Diversification: The corporation promotes economic diversification by supporting projects in various sectors beyond traditional industries, enhancing economic resilience.
• Job Creation: By supporting industrial and commercial ventures, LNDC contributes to job creation and economic growth.
